(June 14) – Locke Lord recently announced that energy regulatory lawyer John Arnold has rejoined the firm in Houston.
Arnold, who most recently was at Winstead, returns “home” to the place he grew up as an attorney and first made partner.
“The firm’s very strong midstream transactional practice and my midstream regulatory and commercial practice are naturally complementary, and the combination will help us better serve our clients,” he said.
The SMU Dedman School of Law graduate has significant experience handling electricity and midstream oil and gas matters.
He recently served as regulatory counsel for the investors in the Hunt family’s application to the Texas Public Utility Commission for approval of their $20 billion acquisition of Oncor.
On the midstream side, he is representing Enbridge in a rate complaint against a large common carrier liquids pipeline. He says the case may be instrumental in creating the first regulatory framework for determining market-based rates for liquids pipeline transportation in Texas.
“The biggest issues continue to revolve around how to structure commercial operations or to develop projects in the absence of a robust regulatory framework for economic regulation of intrastate midstream assets,” he said.
A common challenge he says faces both his electric and midstream clients is the “continuing clash” between the demand for energy infrastructure caused by growth and the impact that growth has on private property and municipal development.
