One of the country’s leading environmental attorneys, Molly Cagle, is now a partner at Baker Botts’ Austin office.
Cagle, a former partner at Vinson & Elkins, is known for her work with water issues. She serves as lead counsel in multiple influential lawsuits such as power plant discharges, water rights disputes between states, and water rights permitting.
A former chair of the Texas Water Laws Committee of the Texas Water Conservation Association, Cagle said that some of the current key issues in the ongoing water rights battle include the increased demand of water resources that droughts cause and the question of how to manage water in the future, as well as how to handle litigation for ground water rights, takings, and the hydraulic fracturing activity in Texas.
“The state is in for some important policy decisions for how we want to manage water in the future,” she said.
Cagle litigates and negotiates settlements for clients under the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and the Superfund statute. On the state and federal level, Cagle helps clients challenge environmental legislation and rules by assisting them in rulemaking petitions and in preparing comments on agency rules.
Her practice involves permitting work before the U.S. Environmental Protection Agency, the Texas Commission on Environmental Quality (and its predecessor agencies), the Texas Parks & Wildlife Department, the Railroad Commission of Texas and corresponding agencies in other states.
Cagle graduated with honors from the University of Texas School of Law. She received her Bachelor of Science degree from Texas Tech University, where she graduated magna cum laude.
