Last year, our lawyers represented the Laredo Merchants Association in a case before the Texas Supreme Court involving the challenge of the City of Laredo’s proposed ordinance banning single-use plastic and paper bags in its retail stores – a case that has implications for at least 10 other Texas cities with their own bag ordinances.
From an energy industry perspective, the Firm advised EnCap Investments L.P. in connection with the formation of its 11th institutional private equity fund with total commitments of $7 billion – one of the biggest private equity funds amassed last year. We also continued to represent the Texas Industrial Energy Consumers (“TIEC”), a trade association representing approximately 50 of the largest commercial energy users in the state, before the Public Utilities Commission (“PUC”) in contested rate proceedings.
Despite complications caused by Hurricane Harvey, T&K assisted Halcón Resources in the sale of its operated assets in the Williston Basin to an affiliate of Bruin E&P Partners, a portfolio company of Arclight Capital Partners, for $1.4 billion in cash.
Internationally, we continue to participate in groundbreaking projects in Mexico. In the first farm-out in PEMEX’s history, we advised BHP Billiton Ltd. (“BHP”) in the award and execution of a deepwater license agreement with PEMEX. In this agreement, BHP secured operatorship and 60 percent interest of the areas covering the Trion Block, located south of Mexico’s maritime border with the United States.
