May 7, 2025 Brooks Igo

Troutman Pepper Locke announced this week that Casey Bell, a former Texas administrative law judge, has joined the firm’s Austin office.

Bell was most recently at Duggins Wren Mann & Romero. He has close to two decades of experience in public utility and administrative law, counseling clients on regulatory strategy, contested proceedings, and transactional matters involving electric utilities and energy market participants throughout Texas.

“Casey’s proficiency with behind-the-meter power supply deals comes at a crucial time for our clients with energy projects in Texas,” Brandon Marzo, leader of the firm’s Energy Regulatory Practice Group, said in the firm’s news release. “His deep understanding of state-specific energy regulations, combined with his comprehensive knowledge of tax equity transactions and regulatory structuring of renewable projects, will be extremely valuable to the firm’s current capabilities and clients.”

AREAS OF FOCUS
Bell represents clients in compliance matters, utility rate cases, and project approvals, and has experience in structuring energy deals that involve tax equity financing, renewable energy development, and behind-the-meter supply arrangements.

EDUCATION
Undergraduate: Florida Atlantic University (B.A., 1996)
Law School: University of Houston Law Center (J.D., 1999)
