Norton Rose Fulbright gained two veteran healthcare partners in Houston this week from Morgan Lewis.
Donna Clark and Susan Feigin Harris, both graduates of the University of Houston Law Center, represent health systems, hospitals and medical providers on regulatory, transactional, government investigations and litigation matters.

Clark concentrates her practice on the federal and state laws governing the relationships between physicians and other healthcare providers, especially the federal Anti-kickback Statute and the Stark Law.
Early in her career, Harris worked in-house at Texas Medical Center. She then practiced at Vinson & Elkins for 15 years and Baker Hostetler for 10-plus years before her time at Morgan Lewis. Recently she has led efforts to obtain additional legislative funding for providers under the CARES Act and worked with several private equity-backed telehealth companies to ramp up telehealth services for coronavirus testing and provision of services in multiple states.
A self-described Children’s Hospital advocate, Harris represented 11 of the nation’s largest children’s hospitals in securing a Medicaid reimbursement litigation win in multiple district courts and several courts of appeals against the government.
