Austin Energy Regulatory Partner Moves to Balch & Bingham

Casey Bell, an energy regulatory attorney and former administrative law judge, has joined Balch & Bingham in Austin. He will focus his practice on representing electric utilities, independent power producers, project development matters and transactional issues involving the ERCOT and MISO markets, the firm said in a news release.

Bell was at Troutman Pepper Locke for a little more than a year after spending about six years at Duggins Wren Mann & Romero in Austin. Bell served as an administrative law judge with the Texas State Office of Administrative Hearings for four and a half years, presiding over contested cases referred by the Public Utility Commission of Texas. Earlier in his career, Bell was at Richards Rodriguez & Skeith and Goforth Lewis where he practiced for a dozen years.

“Casey is an outstanding addition to our Energy Practice,” said Peter LeJeune, chair of Balch’s energy practice. “His extensive regulatory experience advising utilities and energy companies and deep understanding of the market forces shaping the industry will enhance the practical, strategic counsel we provide.”

AREAS OF FOCUS
Bell represents electric utilities in ratemaking, generation and transmission certification proceedings, fuel reconciliation matters and regulatory compliance proceedings before state utility commissions. He also provides counsel to independent power producers, developers and other energy industry participants on regulatory strategy, project development and transactional matters, with a particular focus on the ERCOT and MISO markets, renewable energy projects and infrastructure needed to meet growing electricity demand.
